Developers can hand out Bugzilla permissions

Anyone marked as developer in Bugzilla can now:
- make someone else a developer (as always)
- hand out canconfirm+editbugs (NEW!)

So if you have some person who you want to give Bugzilla permissions,
just go to the Administration section, Edit Users, then hand out both
canconfirm as well as editbugs. This to keep the barrier to enter low.
Please hand out permissions whenever you want, the only thing you should
be aware of is that the editbugs interface is a little bit more geared
towards triagers/developers. Knowing that, hand it out like cookies
please.
