Yes, that what it means.

The GNOME Desktop testing GIT repository will be terminated, in fact it 
is just a change of name.
More over, whenever AT-SPI gets ported to D-BUS, this project will be 
useful to KDE users, so having a project neutral name seems like the 
best option.
