So, --disable-Werror for all modules, except epiphany.

Maybe this works:
module_autogenargs['epiphany'] = '--enable-Werror'

but if the command line contains both --disable-Werror (because of
Jhbuild defaults) and --enable-Werror, I don't know how it'll behave.

Or this:
module_makeargs['epiphany'] = 'CFLAGS="-Werror"'

?
