This seems to have been lost in moving the actual mechanism from
libgnome-desktop (which only talked XRandR) to mutter (which talks both
XRandR and Wayland).

I don't know whether mutter currently exports panel type, but that's
something that should be fixed if not.

Could you please file a bug against gnome-desktop?
