As far as I know tracker-0.17.0 was specifically released for 3.11.2 to work with upower-0.99. Apart from that, the Tracker maintainers (I spoke with Martyn in #tracker) suggested that 3.12 use master since they did not deem http://ur1.ca/g3dil fit for the tracker-0.16 branch.
