Debian reverted back to 1.2.4 at the request of the users

Perhaps the release managers would like to step in and make a judgement
on that.

I think this would only be a good idea if there is an upgrade path to a
2.x release that is fully compatible and has at least the same feature
set as 1.2.4.
On a more technical note there are a few patches that I have applied to
the Debian package:
* Applied patches from Yannick Gicquel <ygicquel gmail com>:
- Do not add a 'NULL' encoding to the list of encodingsi. (closes: #358495)
- Prevent the draggable toolbars from locking up Anjuta. (closes: #340676)
