It uses the NEWS entry from:
http://ftp.gnome.org/pub/GNOME/sources/epiphany/2.21/

There isn't any in that dir. Which IIRC is due to to Epiphany not
releasing any earlier version for 2.21 (it uses a diff to determine the
new contents in the NEWS file).
