I have put a patch which removes the delays from the capplet and
gnome-settings-daemon
in http://bugzilla.gnome.org/show_bug.cgi?id=330168
With that patch, background switching is acceptably fast for me.
Note that the patch is against control-center-2.12.3, since Fedora has
switched back to the 2.12 version of the background capplet...
