gnome-panel branched for 2.12

Hey,

gnome-panel has been branched for 2.12. The stable branch is gnome-2-12
and exciting new development will happen on HEAD.

Luis will probably send someone to force people who don't say what the
exciting new development is to update the RoadMap for the rest of their
lives... I don't want this. So here's a summary of what will happen on
