Without CPP being called, the xrdb code is 100% useless. The code basically spawns xrdb, writes out some #defines for the the current theme colours, and then writes all of the *.ad files in /etc and $HOME. Without a C pre-processor, that produces an invalid X Resources file. Using a smaller CPP and delaying xrdb's execution until everything else is started is the right solution here.
