Your suggestions might be more appropriate for the usability mailing list.
In fact some of these sound like perfectly reasonable requests and I would
encourage you to add them to bugzilla.  http://bugzilla.gnome.org

The various text sizes should all be proportional to eahc other and scale
accordingly.

I would also encourage you wait a while in between posts and give people
a chance to respond (just like in a normal conversation).

To address two of your other questions:
  Work is being done to make it easier to organise menu items but it is
taking time because people are concerned about getting it done properly
the first time.  check the mailing list archives from earlier this year
for information about the gnome menu editor.
