You misunderstood. The 720x500 is the safe window size target for 800x600, 
it's not the resolution that you need to target for.

I believe that any application that is not a high-end 
CAD/3D/super-scientific app can fit its dialogs on 720x500 just fine. If  
for example, you have a CD burner than needs more than that for a dialog, 
then the actual app is not well-designed.
