Initialising the video card? Last time I messed with direct video
access was the DOS days but IIRC it involves lots of writing to
registers, waiting for X usec, reading, if you don't get value XYZ
repeat and so on. That could cause lots of "idle time" that's really being
spent inside the video card not CPU or disk so bootchart wouldn't see it.

This is probably a question for the Xorg list really ...
