Is this for documentation of gtk-doc itself or for documentation created
with gtk-doc?

Is scrollkeeper maintained actively these days? How much extra
dependencies does this bring into any library using gtk-doc? Personally
I think it would be bad to add any dependencies to gtk-doc if unavoidable.
