One reason for doing it this way is accessibility... things that wrap
around (which also includes tabs in notebooks, focus in lists etc.) can
be disorientating for blind users. A global (probably hidden) 'turn off
all wrapping around' gconf key might be one solution, I suppose.
FWIW, personally I also find that the non-wrapping helps to reinforce my
mental model of the workspace layout... otherwise I have to keep looking
at the worskpace switcher to remind myself exactly which workspace I'm
on.
