The code to do this exists in the versions of Metacity and Libwnck
(and gtk+, and gnome-desktop, and startup-notification, and nautilus,
etc...) released with Gnome 2.8.0 (except that the app's name becomes
bold in the window list instead of blinking--which is another can of
worms), but was disabled because it requires some apps to do extra
work, and we weren't able to update all the apps in time. If you'd
like to try it out, though, reverse apply the one-line patch found in
comment 56 of bug 149028. A number of people have said they didn't
care about the few cases where apps didn't have support for the
feature yet and that they really liked it as it was.
Regardless, since there's only a little more work left to get this
feature working (assuming that bold instead of blinking is good
enough) it'll be in 2.10. If you're running a development version of
Gnome, you'll see it as soon as Metacity branches again.
