There's no allocation system. If you want to maintain a module, look at
the code, become familiar with the code, decide if you want to be
responsible for fixing bugs and generally hacking on it, and if you do
let people know you'll maintain it. And people will thank you muchly.
But an inactive maintainer is no better [1] than none at all :)
