One of the major reasons given for '~/Desktop as desktop' at the time
was that the desktop should be the user's personal space and that
applications shouldn't clutter it [1]. Given this, the suggestion that
everything a user downloads (or even views, if we're including documents
for which the browser needs a helper app [2] such as pdf, doc, ppt, sxw,
etc.) should end up in their personal space seems like a big step
backward in terms of letting the user 'own' their desktop.

$HOME.
