You need the file chooser in the sense of somewhere to drag files to or
from. You also want it to open the nautilus window of the
directory/filter settings it considers "current". Thats precisely how
openlook worked.
You might also want the ability to keep a file files on the panel not
just on the desktop, as the desktop often fills on smaller screens while
the panel provides an immediate drag/drop home for in progress works.
