Not according to Jody's comments in the bug report, no:
http://bugzilla.gnome.org/show_bug.cgi?id=94049
I understood this to mean that we need to split gnome-settings-daemon
into two parts - a per-user/host part and a per-user/DISPLAY part. I
haven't investigated this to any great extent, though.
