You tend to find some corporations require design plans when they want
to deliver some sort of software architecture to a customer.  Usually it
is there so someone else (new to a project for example) can understand
how things work.

Design documents for Gnome would really only benefit a handful of people
IMO, but I can see why it would be a good idea.
