Let's branch the control center, patch incoming

I've put together a huge patch at:

It polishes and HIGifies the File Types and Programs capplet.
Unfortunately, it breaks code, string and UI freeze. As states in the
bug report, maintainers hate my huge patches but glade gives me no
chance to reduce their size. Screenshot attached.
This is just a first step and I'm willing to work off all UI bug reports
regarding this capplet, but I need an initial point which this patch
forms.
