control-center HEAD now depenends on libxklavier

The 2.5.0 release will depend on libxklavier, an XKB wrapper lib
developed as part of freedesktop.org.  It will be used as we merge
the functionality of gswitchit into control-center to add support
for improved keyboard layout management.

It currently has good support for Xfree86 4.3, and handles the other
4.x releases.  The quality of XKB support on other x servers has
been sketchy in other areas, so we're looking for feedback early in
the cycle to see how things go.
