My opinion is if you want to propose gswitchit, make a release for gnome
2.5.0. It's fine to change structure and so on later in the cycle.

Merging gswitchit into control center is vaguely parallel to
themus/fontilus in GNOME 2.4. They were released as separate modules
until the work was done for them to be integrated into control center,
at which point they stopped being released separately.
