This is an intltool bug
(http://bugzilla.gnome.org/show_bug.cgi?id=128163). Once I have gone
through my mail this morning and sorted out a couple of other things, I
am going to chase this one down, because it breaks the build in a lot of
modules.

What OS (and distribution if using Linux) are you using (since Kenneth
points out in that bug that it only happens sometimes, so I think we may
be into distribution differences here).
