Normally, I'd agree, but in this case, where there are competing modules
that are of high quality and used by many users (but are not necessarily
"complete"), it is much tougher decision.

Funnily enough, I would hope that if the Epiphany and Galeon developers were
given a 'soft slap on the wrist' and not included in 2.4, they might decide
to combine efforts and do just that! It's a long shot, but it sounds far
more productive than trying to out-do each other for the next six months. :)
