Question about CVS

I'm not particularly sure where to address this. Why is it when I
"checkout"  a cvs module using -rHEAD, I can't seem to commit any
changes? I'm using -rHEAD rather than no branch at all because that way
I don't get a whole mess of empty directories that are no longer in
HEAD, but get created if I don't specify a branch. (This is for
gnome-applets).
