GNOME2.3: Modemlights applet

Apparently the modemlights applet doesn't work very well, if at all, and
there's a bug here.

I don't have a modem to test this, but it sounds like it needs someone
to put in the work to have it Just Work in all main distributions. If
no-one's going to do that, I think we should drop the applet.
