per-panel locking makes a lot more sense to me than per-applet locking.
I still don't at all understand the need for per-applet locking- it is
probably a nice test case for the locking stuff, I guess, but otherwise
it seems like 95% of the cases where people would want to lock down one
applet they'd also want to lock down all the other applets on the panel
as well. The current impl. seems like it's a lot of extra clutter for a
fairly rarely used feature.
But that's my two cents, and clearly biased because for me it isn't
'rarely used' it is 'never used.' :)
