Am I the only one who thinks we ought to make it _harder_ to move/resize
the panel? I'm thinking of Windows where my mom often would resize the
panel to half the screen without knowing how to make it smaller again.

Note that for some applets (notably the Volume Monitor), using the
scroll wheel actually does something, so if a user uses the scroll wheel
for the applet and slightly moves the mouse off the applet he/she could
get an unwanted resize.
