No, this is crack.
You really only want to set the size of the panel once, so having to go
into Properties to set it (at the same time as setting the background,
autohide, etc) is not really a problem.
As you say, the number of people who accidentally scroll the wheel and
can't figure out why their panel is a different size could well be
larger than the number of people who use this patch often.
