Big Panel menus (32x32)

Hey Everyone,

There have been some "mutterings" that gnome major should have
the same big panel menus that Ximian have in XD2[1]. In an effort to
actually get it done I've filed a bug:

But Mark said we should discuss it here first, so
let it begin :) (well, go read the bug first, then comment)
