panel discussions

Hey,
	So, there's a number of things to do with the panel I'd like to get
some discussion going on:

	+ New toplevel behaviour
	+ Toplevel keybindings
	+ Configuration
	+ GConf usage

	I've broken it up into seperate mails and I'd appreciate any input on
them. Apologies for the overload ...
