GNOME Development Series Addition

Hi,
Seeing the comments on gnomedesktop I remembered that we should get a
randr applet into GNOME 2.4. Matthew Allum announced this to the list
not long ago, so I am proposing that this applet is added to
gnome-applets unless Matthew or the release team disagree.
