Notification area blink rate and duration XSETTING

I think the blinking rate and duration of icons in the notification area
should be an XSETTING shared by all desktop environments.
For interface consistency, there must be a common setting.
For accessibility, there must be a controllable setting.[1][2]
XSETTINGS is (proposed to be) "a mechanism to allow the configuration of
settings such as double click timeout, drag-and-drop threshold, . . . ."[3]
Gtk+ uses XSETTINGS for cursor blinking[4] and rate[5]. However, the visual
bell settings are specific to Metacity, so perhaps this should be handled
elsewhere.[6]
