Focus after launch.

Hello,

When I click on a launcher on the panel, and the click anywhere
on the panel (that isn't in an applet) and hit enter it will launch 
another copy of whatever the last thing is that I launched. 
I don't think this is the right behaviour, I think that after launching a 
program the focus (If that is the right word) should be dropped. Is
this intentional? If so, why?
