I have a gnome cvs mirror and those problems are because the mirror is
not running the cvs server as the owner of the CVS files. I fixed it in
my mirror executing "find /cvs/gnome -xtype d -exec chmod 2775 {} \;"
I think that the mirror admin should fix it, or perhaps change it at
cvs.gnome.org and all mirrors will get the fix automaticly
