Most kiosk-type systems are heavily customized anyway (beyond
"point-and-click" configuration), so I don't see why having to tweak a
gconf key for this to turn it off would be bad in that scenario.
I also don't think the mysterious "average GNOME user", regardless of
what definition of this is used, is one designing kiosk-type
applications. There are some people doing this, but I don't see the
point in having this in the default UI only for this reason.
