One idea we did have when trying to eliminate the need to focus the
panel background was to have some sort of subtle-but-noticeable button
somewhere on every panel that popped up that panel's menu. We didn't
give it a lot of thought, admittedly, but in the time we spent we
couldn't think of anything that would be subtle-but-noticeable enough,
unfortunately...
