So basically what happened here is that hovinen committed changes to
gnome-control-center before getting approval to commit the required
libgnome changes.
He sent a patch to libgnome to desktop-hackers sometime in january:

He got no response. Lauris poked andersca about it recently, and
basically got the following comments:
a) It doesn't apply to current libgnome cvs
b) "type" is a bad name for the key, "enabled" would be better.
c) The schema changes accidentally removed the ghelp url handler.
So I assume that if these issues are fixed, the libgnome patch would be
accepted, and things would work again (of course a change from "type" to
"enabled" would require a similar change).
