Yes of course, the application would be using gnome_help_display ()
which would do something and then call gnome_uri_show (...) which will
look in GConf which browser are to handle ghelp:-uri's.

If I'm not mistaken libgnome does parse the TOC-files from ScrollKeeper
so that applications are to be able to have the TOC in there Help-menu.
