Well, personally I kind of like the simplicity of just having a separate
keybinding for cycling through panels. The downside is that it's one
more completely new keybinding to remember (I think we've probably run
out of available-but-sensible modifiers on the Tab key), whereas with
the other approach there's a chance we could pick a more guessable
keybinding, like Ctrl+F10 (similar to other menu shortcuts) or Alt+Esc
(which Windoze users will be familiar with).
I don't know what the accessibility guys' views on this would be,
though.

We already have one, actually, it just doesn't specify the actual
required keynav beaviour:

A related issue is being able to give focus to the desktop using the
keyboard (not sure if there's an open bug against that or not)-- should
that be included in the panel-cycling order, or be yet another new
keybinding? (IIRC Windoze does the former.)
