panel prelight on focus

Heya,
Is there any reason the panel is prelighted when focused, or is it a bug?
It's rather ugly IMHO, and it's buggy. (For example the menubar's background on
the foobar panel is not updated, and if you move your mouse over the tasklist
applet you leave a trace of non-prelighted buttons in a prelighted panel).
