new bugzilla keyword

I just added a new bugzilla keyword "1.x-parity". This keyword is intended for bugs that represent feature regressions in gnome 2.0 modules compared to their gnome 1.x counterparts. It should be useful for other modules that want to track how the the progress of the 2.0 version compared the the 1.x version.

If someone on the bugsquad marks a bug in your module with 1.x-parity it doesn't mean you have to fix it, of course. "Applet XYZ doesn't implement option ABC that no one in their right mind would ever use anyway" is a feature regression, but not one you would want to fix.
