Well, that's the mailing list Havoc told me to bug about this.
But... if you insist... it's no problem to crosspost this to the usability
list.
But something that's out of question: GNOME needs this switch. So
I'd say it's time to merge the libgnomeui portions into CVS now:
- GNOME 2.0 is out
- and I definitly need to my tabs at the bottom when working with
galeon and gnome-terminal
How to design the GUI for this prefs, yes, maybe this question
should be hand over to usability: But hey, a first suggestion for the
GUI is there. I feel glad to code all the gui changes if it turns out that
my GUI too weird.

Rationale and such for the patch was posted to the desktop list and can be
found in the bugzilla record.
