draft release notes

Folks -

Thanks to the magic of cut and paste and a bunch of stuff written by
Malcolm Tredinnick, Havoc Pennington and Jeff Waugh, we have a very
rough first draft of our release notes. Much more is needed, I'll be
firing off a questions under separate mails.
