Sawfish seems to handle this, provided (I think) you have set 
"Automatically select window gravity from position on screen" in the 
Moving and Resizing capplet).

To see this in action in Gnome 1.4, open the Centre Centre, position
it's window to touch the bottom of the screen, and click on the
Miscellaneous tab - the window grows upwards.
