You have answered your own concern here: it becomes a distribution
problem. If somebody is installing GNOME from source, they are expected
to know how to administer their own system. If they are installing via a
distribution's packages, then the distributor will have set things up to
work smoothly.

As you point out above, it's not "one size fits all", so there is no
setting that is correct for all circumstances.
