Yep, along those lines. My main worry about it is that it's kind of
deep menu nesting.
Note that this _totally_ rules out adding more submenus under
Preferences->Personal, probably, as those submenus would nest another
layer. Which impacts the other thread about the theme set control
panel... since it means we do have a hard upper limit on control
panels of 16 or 18 or so.
