It's configured via gnome control-center. To cover all the important
bits you need some Red Hat patches that did not make gnome 2.0
though. They will be in 2.1.x soon if they aren't already.

No, there are no docs beyond the README, theme-format.txt, and
rationales.txt.

I believe there was a bug like that, but not a metacity bug. May have
been gtk.
